I'm pretty sure that he is writing down the 'sealed move'; that is the last move on the 1st day of two-day games, which is written down on the first day but given away to the opponent (and everybody else) only on the next morning. BTW, in order to read japanese sites I found very helpful a little extension for Firefox called Rikaichan. With this, your mouse cursor shows direct translation, much better then normal online translation. In particular, shogi terms are given.
