I don't think it has to do with who moves first. The higher ranked player
or the player giving a handicap in a handicap game uses the O-sho (the
non-Jade King). The lower ranked player or the player receiving a handicap
in a handicap game uses the Gyoku-sho (the Jade King).

Perhaps in a game between two players of the same rank, the person moving
first (sente) might take the O-sho and the person moving second (gote)
might take the Gyoku-sho but I am not sure.
