I understand that it is the 'arbiter' who sets the rules at a beginning=20 of a shogi competition, but my understanding is that generally in shogi: - unlike chess, a move is completed when the person playing presses the=20 clock, not when they remove their hand from the piece moved. So in=20 theory a person could physically move a piece, remove their hand, wait a= =20 few minutes with the clock running, and then take that move back and=20 make another. - the person whose move it is is responsible for pressing their own=20 clock.
