Mr. Niwata,

I have a question. I always thought that in order to be a recognized
instructor of the Shogi Renmei one had to rayed at least 3 dan. I wasn't
sure so I checked the Shogi Renmai HP to double check at
http://www.shogi.or.jp/  under fukyu shido in to make sure. According to
that page one does have to be a 3 dan or above among other things to become
a recognized instructor. Only these intstuctor are qualified to give out
certificates and then only up to one dan.

Is your qualification different?
