 Yes, that seems to be how it is done. Except for the top class where the challenger for the Meijin is decided. There a playoff occurs and the pairings are made based on each players position. I didn't know this myself until Reijer Grimbergen pointed it out to me. With out this playoff Sato would have qualified regardless of the result of his last game.
