Basically yes. However, I'd say from the data that the correlation is
pretty loose. The standard deviation of the real PAN-ELO from the one
calculated from the Shogi24 rating is about +/- 140. Thus, if you
use the rule of 3 times standard deviation as the borders of certainty
you end up with
'A rating of 1750 at Shogi 24 indicates, that this player would rate in
the range of 1730 through 2570 within the Pan-Atlantic system.'
