The way I find it is to find the giant mechanical crab on the wall in
Kabuki-Cho. Facing the crab, I go left to the corner, turn right, go down
to the main street, turn right again, and go a few doors down the street
until I find a sign with a picture of men playing shogi. Then I take the
elevator up.

This may be a long way around, but it gets me there.
