It's one of the basic attacking formatations in shogi and it appears in a variety of shogi openings. Try looking up either "static rook openings" or "fourth file rook openings" and you may find some info on "climbing silver". In simple terms, the attacking player advances his silver up in front of his rook with the hope of forcing a pawn and silver exchange on the rook file.
