I made once a wooden set for a demonstration board.
I copied the kanji with a water proved black pencil on the waxed pieces. Finally the pieces got varnished.
On the backside I fasted small magnets, but this was only for demonstration purposes.

There is a pdf file for a paper set out there (with koma). You could glue
or carbon it onto the wooden pieces and carve them out.
