The current Java Shogi dan/kyuu ratings seem to be based on the following scale: 5dan 2200 and above 4dan 2100 $B!A (B 2199 3dan 2000 $B!A (B 2099 2dan 1800 $B!A (B 1999 1dan 1600 $B!A (B 1799 1K 1500 $B!A (B 1599 2K 1400 $B!A (B 1499 3K 1300 $B!A (B 1399 4K 1200 $B!A (B 1299 5K 1100 $B!A (B 1199 6K 1000 $B!A (B 1099 7K 900 $B!A (B 999 8K 800 $B!A (B 899 9K 799 and below. I believe the handicaps were weighted by the type of handicap regardless of the opponents rating. As I remember it, you and your opponent decided on an appropriate handicap and took it from there. Of course, the Java Shogi ratings were used as a guide but nothing was written in stone. It would be possible for a 9K to play an even game against a 5D and for a 5D to receive a 2 piece handicap from a 9K. I hope that helps.
