I believe that Java Shogi rates their handicap game by using some kind of weighted scale based on the handicap and the difference between 2 players ratings. So, just as an example, 400 or so points may be added to the shita te (lower ranked) player's rating for a 2-piece handicap. I believe that start with a Lance and work all the way up to 6 piece but I don't exactly remember.
