Mr. Todoroki of the ISPS seems to be working on a full defenition of this. He asked me for advice about this about a year ago. As I have been busy, I don't know what the current state of this is, but at the time he already had an almost complete definition. It seems that work in this area is still going on, but I will ask him about this when I see him next month.
