Because no one took the trouble to get it created.

Since the "rec" hierarchy is one of the "big eight", this would require
a formal process. The group would need to be proposed in news.groups
(request for discussion, call for votes, etc.), and it would need to
pass the requirements (which last time I checked involved both a certain
ratio between YES and NO votes and an absolute difference--but this is
a while ago).
