I would suggest an interface that's not in java, so users can customize the BMP images and WAV sounds.

Yes, again allowing users to customize sounds to their liking.  Some of the graphic interfaces for chess servers are good models here, such as BlitzIn.

I have some excellent BMP images for "English" shogi pieces, based on the pieces for regular chess.  If someone is interested in developing such software and wishes to use them, please email me and I can send them.
