Subject: fa.shogi newsgroup & shogi-l mailing list

Anyone noticed that there's a newsgroup called "fa.shogi"?  All posts sent to shogi-l are automatically sent to this newsgroup.  But the reverse is not the case: if you post on the newsgroups to fa.shogi, your post is not automatically sent to shogi-l.  Anyone know anything more about this newsgroup?
