I already have the service pack installed.  However, Windows XP also has a default firewall.  I turned the firewall off, and then tried JavaShogi again, and guess what?....immediate success!  So if anyone else is having difficulty connecting to JavaShogi, try turning the firewall off, that seems to be the solution.
