Hello Bill,

Indeed the number of games required to get an E (established) rating is 18,
the number to get a P (preliminary) rating is 9.

Entirely correct. Only, as Larry and I already indicated, Tao Jiming had a
prior grade (probably awarded by his national association), and USSF/FESA
cannot change that grade.
