Many Swedish tournaments are paired with the Monrad system, which is a system that doesn't take colour into account at all when deciding the pairings. It only uses the previous colours to decide the colours of a given game. The general idea of this is that it's more important to play the right opponent than to play the right colour. It's also completely free of any rating bias, since the order of the players is completely random. There are a number of good programs which can do this pairing. It's also very simple to do by hand. If you want, I can provide references to programs and to the actual pairing algorithm.
