You can find information on the chess rating system at
http://math.bu.edu/people/mg/research.html

However, there is no correlation between chess ratings and kyu dan rankings.

Under the system of the Amateur Shogi Association, one kyu-dan ranking was
worth 100 points. A shodan shogi player was rated 1800, 2-dan was 1900,
3-kyu was 1500, 5-kyu was 1300.

I think that these were reasonable approximations. I do not know if this
system is still in use.
