In most Swiss-system chess tournaments (can't say for certain about
shogi), head-to-head isn't even considered.  It would be almost
impossible to use it for one pair of players in a six-way tie.
Now, if they were the only two players on that score, then
logically head-to-head should prevail, but it gets to be a terrible
mess in multi-player groups unless someone either beat everyone or
lost to everyone in the group.
