Subject: Compulsory Promotion Rules

Dear Shogi-L,

    Is there an upward limit to the number of times a player may refuse
promotion for a piece moving within enemy territory but still with freedom to
move around in its unpromoted state?  I once had a Silver that made 4 or 5
moves around its promotion zone while declining promotion and that raised
some eyebrows.  It could become more relevant in Chu Shogi.
