I certainly am not competent to judge the consequenses of using one or the other rule set. Before ending this thread from my part (it became wider than I expected) I will make the following notes: The tournament in question has about 25 participants from around the globe. A large majority of these are Japanese, as well as the tournament organizers. So it is not local in a geographical sense, and I expect the rules mentioned come from Japan, although I have no further idea of their history. Also, I never actually proposed they should be used widely. I just wanted to state that I this way discovered them, and that I liked them.:-) I too can see the large drawbacks of not having a unique set of rules.
