The Nihon Shogi Renmei once published a little booklet covering all the Shogi rules (in so far as they had agreed upon explicit rules). Unfortunately I don't have it at hand right now, but I seem to remember that moving into check or neglecting to move out off check were definitely pointed out to be illegal moves.
