The FESA annual general meeting typically takes place during the European Shogi Championship (ESC, next one: 25-27 August 2000 at the Mindsports Olympiad in London), so it would be wisest to elect FESA representatives that are likely to attend the ESC. There is no official world Shogi organization, but by default the Nihon Shogi Renmei serves that purpose. What you need to do is to inform Mr. Onogi Kiyoshi that you have founded your association and apply for "shibu" (branch) status.
