If you are in Tokyo, I would suggest to visit the official federation: NIHON SHOGI RENMEI, in Sendagaya (on the JR line). It is very easy to get a grade there. There are so many players, and they are open all day. They charge 1,000 yen during weekdays and 1,300 yen during weeknds for one full day. You can play as much as you want, and at the end of the day they will give you a card with your kyu-grade. For dan-grades the porocedure is slightly more complicated and expensive. They also have a very nice Shogi shop at the first floor, with a few books in English, and a lot of shogi boards and pieces.
