There are many Win95 Shogi programs. For example:
        AI Shogi II ( Current Champion )
        Kanazawa Shogi ( Ex. Champion )
        Kakinoki Shogi II
        Morita Shogi 97
        many others

All of them are for Japanese environment( as for as I know ).
