From: George Fernandez EROLS COM> Date: 3 mar 1997 Subject: DC Shogi Club Ratings System Statistics Dear Shogi Players, The following article briefly outlines the DC Shogi Club Ratings System and provides updated statistics concerning handicap play over the last several years. As Larry Kaufman, the new Ratings Chairman of the DC Shogi Club, pointed out recently, we are in the process of making a few minor changes to further improve the system. The planned changes are not reflected in this article. I anticipate Larry will post the changes in the near future with an accompanying explanation. Due to a lack of time, I have not been able to join the ongoing discussion about the various ratings systems. This posting will have to suffice for now.
