The promotion rules for Tori Shogi are the same as for normal shogi. A dropped piece promotes by making a move that starts or ends in the promotion zone, which in this case is the last two ranks. You can drop a pawn onto the second to last rank, but it does not promote until it has moved to the last rank. The quails do not promote, (in fact on the back of the pieces is the character for left or right, so you know which side of the board they started on. I think the only pieces that promote are the falcon and the pawns. Ivan
