Subject: Why not rate as the Japanese do???

What is the difficulty in using the Japanese Amateur System?
Does this system handle handicap games? I don't understand
why everyone has to invent their own rating systems? I do understand
that caliberation could be a problem, but it would certainly be
nice if we all could use the same system or as few as possible.

How do you hnandle unrated people in a tournament?
