I was told the sponsor has the right to publish the game first, but afterwards reproduction without consent is permitted. This applies only to games, though, not to tsume problems or to analyses. SHOGI-L is in a slightly different situation as material that is copyrighted by Nihon Shogi Renmei (NSR) can be published (original or translation) on SHOGI-L without prior permission, provided it is for non-commercial purposes.
