The ladder rules and current ladder standing can be found in directory /pub/users/stouten/shogi/shogi-l at ftp.halcyon.com (login anonymously). As to exchanging moves, you can use the SHOGI-L board or any other board that you and your opponent agree on. The SHOGI-L board can be found in the same place at ftp.halcyon.com as the ladder rules and standing. Typically, players send the board back and forth with the current game position and list the actual moves that led up to that position above or below the board. Hope this answers your question.
