Interesting question, since I have been wondering about the same thing when I just started Shogi. It is true that there are not many books on Opposing Rook. There also used to be only a few books on Hineribisha. I do not agree with Mr. Fujimoto that there should be anything wrong with opposing rook. I think there are two reasons for the limited number of books on the opening. First, there are no forced lines and so it is difficult to give a move by move explanation. Second, the opening used to be not so popular among professionals. Therefore there are not many example games to analyse, and the workload for writing a book on it would be too much. However, lately there have been more professional games with this opening and therefore also more books on Opposing Rook, but unfortunately I cannot help you with titles. I only have two books on Opposing Rook, but they are in a box in Holland somewhere, so I have no acces to them. I know I have seen other books about this opening at the renmei (from other publishers), but I am not sure.
