In the latest "Mangajin"(#57) on page 61 there is an ad that says:

unique opportunity to study shogi in English at the headquarters of the Japan
shogi Association in Sendagaya, Shibuya-ku.
The aim of the course is to promote this exciting and profound game as an
important aspect of Japanese culture.
Non-Japanese who speak English can apply and want to learn shogi my apply to
Tanikawa's shogi school at an time.  No prior knowledge of shogi is required.
6:15-8:30 PM 2nd and 4th Thursday of every month at the Trainig Room on the
2nd floor of JSA headquarters.
No registration required.  1000 Yen each time you come for a lesson.
