According to the list of Java-enabled browsers at

    http://www.javaworld.com/jw-04-1996/jw-04-browsertable.html

there is no suitable browser for Win 3.1 / 3.1WFW available at
the moment. I have heard that IBM are working on a port of the
Java Developer's Kit for 3.1. When that is available there is no
reason why you couldn't use the HotJava browser, but until then you
really need Win 95, NT or a Unix flavour.
