I have no official status in this discussion. If I am not mistaken, the Renmei will ask a number of people about their opinions before making any moves. I am only one and not very important. c) is probably also not correct. Aono has told me nothing about any board meeting or decision. I think the status of shogi notation is like it is here on Shogi-L: the discussion stage. However, this is my interpretation and I have no definite information about the Renmei's decision process in this matter. a) and b) seem to be almost the same. I think the Renmei feels it both important and necessary to have an international discussion on the subject. I am only one person that can help them with such a discussion.
