I do not agree. The discussion is only about notation. This means that your point number 2) is not the issue here. I feel very strongly about using Japanese pieces in Shogi sets and Kanji in diagrams, but I will not be dragged into the unrelated discussion of using Western pieces and diagrams without Kanji. Suffice it to say that I am disgusted by the demand of the ICCA (International Chess Computer Society) to use diagrams without Kanji in scientific articles about computer Shogi. As far as point 1a) and 1b) are concerned, I am afraid the English is a little unclear to me. As I understand it now, 1a) is about notation and is equivalent to the point I made. 1b), however, seems to be about using Japanese terms instead of their English translations (Furibisha instead of Ranging Rook). Again, this seems to be off topic, except for the names of the pieces in notation. I think I have covered that part in my summary.
