As for starting a newsgroup: I don't think there really is that much traffic to go there. The list certainly doesn't generate lots of mail. And as for the recent "King in check" thread, I was under the impression that a lot of letters were rather similar and/or not too articulate (resulting in a longer thread than was necessary for the info in it, I feel). And we must not make the mistake of thinking that creating a newsgroup is a very effective way of promoting shogi to new players. There are so many groups, people generally do not read them unless they already are interested. It might just lower the threashold for new players to participate... perhaps.
