I am sure that the No Name Go Server (NNGS) was developed from the Free Internet Chess Server (FICS). I know that the FICS people would be willing to give a qualified "shogi server writer" access to the code. A place where people can go to play real-time shogi would give a very big boost to the popularity of the game.
