Also, maybe some people of the ladder are not allowed to telnet to game sites, and finally there are people that use the ladder as the only way they can find an opponent. For the first ones I think that the ladder is better as it is now, for the people that cannot telnet to game sites, they can get a copy of xshogi (if they are in a unix plataform) and try to arrange a time with his opponent to play via challenging with this programm. The Last kind of ladder users could play their games on ISS, and I very encourage them to do it. Therefore, I think that just make the ladder to become played on the ISS is a bad idea, but I also think that a ladder on ISS could be created, but I don't have the time nor the experience to manage it, if someone does I'll help how I could.
