The following is the one I thought very brief and correct inter- pretation. [ Principle ] 1) You are not allowed to make "a pass" during the game. 2) You are judged to have lost the game if you played an illegal move. [ Conclusion ] When brought to the state of the "stalemate", any move you can play is illegal. Therefore it's considered you are concurrently brought to the position you are to loose the game as when you played it's an illegal move and further you cannot stay there without play.
