For example, I've NEVER been able to get a subscription to IGO CLUB (for GO), even though we have connections in Japan. My best guess is this. The D.C. Shogi Club has at least one fairly strong Japanese player who appears to have good connections to Japan. I'd try contacting the D.C. Shogi club and see what can be done. But who knows? Alternately, try contacting the Kinokuniya Bookstores, who have a fair amount of Japanese shogi materials (that's where I get my tsume-shogi books).
