I just received this note from one of the IGS managers:

tim and I have decided that we will do a shogi server within the
very near future, possibly work will begin within 1 - 2 months
time.  tim and I both play shogi.  However, we would still need
a set of online official standard rules for shogi, just to be
certain.  Most likely we will use the Go server site as the shogi
site.  However, in the event we cannot use the Go server site, we
will require preferably a Sparkstation.  We would also need about
100 megs of free disk space, and root access.  I Decstation will
do too, but then we would be limited to only 61 users at any one
time total, but a Dec Alpha would have no such limit.
