If you got your information about Tsui shogi from a book about chess variations (John Gollon?), forget it. It manages to get the move of the Lion completely wrong, and thinks that drops are legal. If you are interested enough to spend money, George Hodges (his address is in the Books file on shogi-l) has produced 'The Middle Shogi Manual', which has the complete rules, a handicap system, the six (yes, only six) historical game scores (from 1728 or so), plus the complete collection of historical problems still extant, with solutions for quite a few of them. If you are not interested enough to spend money, I can provide you with the correct rules. He also sells good quality sets of all the variants, from Tori (7x7, with 16 pieces a side) to Tai (25x25 with 177 pieces per side, but rather drawish if the two sides are evenly matched (at least, so I've been told)).
