The Japanese originally used to use grades (note the important distinction between GRADES, which are titles based on historic [peak] performances, and RATINGS, which reflect the actual playing strength of a player at a given moment) and Nihon Shogi Renmei pretty much sticks to grades nowadays as well. There is also an amateur Shogi association in Japan and they have an Elo-type system in use. I once saw a rating list in a Japanese magazine, but was not interested at the time.
