or the Japanese Consulate near you (which in Rome could not care less
about Shogi, but in Holland is keen on the game) and ask about US
organizations.  I think you should be able to find something around S.F.
on a "club" level.  If you find anything in S.F. or Berkeley please, let
me know.  I have a brother who plays Shogi, too, who may be interested.
 
Something good for the American Shogi scene will happen next year.  One
of the best players in Europe and a very enthusiastic Shogi organizer,
Pieter Stouten, is moving to NJ; and after he has settled down you all
over on that side of the pond will be hearing from him, I'm sure.
