The difference is that the NECs have special hardware to deal with Kanji. Recently, however, a Japanese DOS version has seen the light and now you can use ordinary PCs with the Japanese OS and (in principle) run Japanese programs. The price of DOS 4.0 J is (if I remember well) 40,000 Yen. Of course, you still don't have docs in English, but most programs are pretty much self-explanatory.
